    Standing Committee for the Efficiency and Quality of Prosecutor’s Offices

    The Standing Committee for the Efficiency and Quality of Prosecutor’s Offices is responsible for reviewing, providing recommendations, and drafting documents with reference to the efficiency and quality of performance of prosecutor’s offices, and in particular:
    a) Reviewing strategic issues and analysing data related to the current situation in prosecutor’s offices accross Bosnia and Herzegovina;
    b) Identifying problems and proposing necessary reforms to improve the performance of prosecutor’s offices in BiH, and helping to reach a consensus within the Council and among prosecutors in BiH for such reforms;
    c) Reviewing information and analysing data related to financing and budgeting prosecutor’s offices (including generated revenues), and proposing measures to improve the financing system and the material-technical working conditions at the prosecutor’s offices;
    d) Establishing general norms for monitoring the performance of prosecutors, and monitoring the application and effects of the Book of Rules on Performance Quotas for Prosecutors in BiH;
    e) Establishing the criteria, forms, and other documents for evaluating the performance of prosecutors, as well as providing interpretations of these documents and opinions in connection with objections filed against performance evaluations;
    f) Reviewing annual reports on the performance of prosecutor’s offices and their annual work plans, and establishing draft forms for annual and periodic statistical reports on their work;
    g) Monitoring the development and implementation of backlog reduction plans in prosecutor’s offices;
    h) Monitoring statistical indicators used to measure the success of measures that are adopted to improve the performance of prosecutor’s offices;
    i) Analysing the causes of inefficiency in the performance of a prosecutor’s office and proposing measures to eliminate them;
     j) Monitoring the work of prosecutor’s offices on cases of particular importance, such as war crimes cases and the most serious forms of organised crime and corruption;
    k) Providing recommendations to the Council regarding requests from prosecutor’s offices for the approval of books of rules on internal systematisation and requests to change the established number of judicial office holders;
    l) Providing recommendations to the Council regarding the temporary assignment of prosecutors to another prosecutor’s office;
    m) Deciding on leaves of absence for prosecutors shorter than six weeks (with notification to the Council) and providing recommendations to the Council regarding leave longer than six weeks;
    n) Cooperating with chief prosecutors and professional prosecutor’s associations at all levels in BiH;
    o) Participating in the planning and implementation of projects that are significant in terms of improving the efficiency and quality of work of prosecutor’s offices;
    p) Initiating amendments to laws relevant to the prosecutorial system;
    q) Improving the relationship between prosecutor’s offices and the public and media.
